Main Purpose of Job

This position serves primarily to support the Agency mission to prevent and control infectious disease of livestock and poultry, and to assure consumer confidence by performing administrative, secretarial and clerical functions in the assigned regional laboratory of the Maryland Department of Agriculture. This employee, as a staff supervisor, has the lead responsibility for technical and clerical work performed for those to be supervised. This position manages resources, operations, programs, and represents the Agency. Additionally, the supervisor provides management support as needed for the Laboratory Director and is considered an essential employee for the continuity of operations purposes.

POSITION DUTIES

Exercise leadership duties by leading and/or training Laboratory Scientists, visiting Laboratory Scientists, veterinary students, interns or volunteers in various aspects of sample receipt and accessioning, including bio-security and safety, interacting with customers, packaging and shipping, data entry, purchasing, equipment maintenance including calibration, as conducted at the regional Laboratory.

Periodically makes bank deposits, strictly following MDA Fiscal Services procedures, into Laboratory bank account, and completes the State of MD Certificate of Deposit/Allocation of Receipts report and forwards to Fiscal Services.

Receives specimens submitted to the Laboratory for testing.  Interview clients who submit samples and obtains all necessary information, receives payment for laboratory services or confirms billing information.

Develops and updates procedure manuals, such as Standard Operating Procedures (SOPs) for the office.  Familiarizes self and office staff with requirements for ISO/OIE 17025 accreditation.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

An Associate's degree from an accredited college.

Minimum 1 year experience supervising at least one staff member.

Minimum 1 year experience in an ISO 17025 (International Standard Organization) accredited veterinary diagnostic laboratory or similar environment.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
