Main Purpose of Job

This position is to assist the MDE Fleet Manager with the daily operation of the Department's fleet consisting of 240 State vehicles, 80 boats and trailers, and 850 drivers.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification. It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments.

  • Receive new vehicles, process paperwork for tags, title, and registration; and purchases new vehicle tags and registrations from MVA, Glen Burnie location. Return vehicle tags to MVA when vehicles are disposed of;
  • Facilitate all EZ-Pass responders for MDE's fleet consisting of 240 vehicles and 80 boats and trailers. Review, verify and approve all out-of-state tolls and coordinate payment efforts with the OSA Budget Office. Contact MVA for discrepancies and ensure adjustments are made;
  • Prepare Corporate Purchasing Card (CPC) Visa statements and supporting documentation for Visa credit card;
  • Notify Administration Fleet Coordinators about recall notices, red light violations, and EZ-Pass violations received by the Fleet Management Office.  Follow-up with drivers to ensure inspections are completed and violations are paid;
  • Prepare report and distribute to Senior Management and Fleet Coordinators.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

The selected candidate MUST have a valid driver's license with less than 5 points.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate have knowledge of the following in a business environment:

  • Managing vehicles;
  • Managing vehicles maintenance and repairs;
  • Microsoft Office Products (i.e., Word, Access, Excel)

LIMITATIONS ON SELECTION

THIS POSITION IS LIMITED TO PERMANENT AND CONTRACTUAL EMPLOYEES WORKING WITH THE MARYLAND DEPARTMENT OF THE ENVIRONMENT.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Only candidates who meet the minimum qualifications and selective qualifications will be considered. It is imperative that you give complete information on your application. Please note that you will be required by the appointing agency to provide proof upon hire for all certifications, licenses, education and work experiences. For education obtained outside the U.S. you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

EXAMINATION PROCESS

Candidates will be placed on the employment list categorized as BEST, BETTER or QUALIFIED and remain eligible for consideration for at least one year from the date of the examination is based on the information being submitted for this position. This list will be used by the hiring agency to select employees. You must possess the minimum qualifications before you may be selected for a State position. Verification will be completed by the Appointing Authority. If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process.

The Maryland Department of the Environment does not sponsor individuals in the application of the H-1B Visa. All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act. You must be legally authorized and possess any necessary documents under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
