Introduction

This is a Position-Specific Recruitment for the Baltimore County Department of Social Services. 

You must possess six months of experience working in a State Personnel System (SPS) including Workday and JobAps and meet the minimum education and experience requirements to be approved for this recruitment.

Main Purpose of Job

This position performs a variety of human resources transactions and paraprofessional personnel and payroll duties to support the Human Resources Division in Baltimore County Health & Human Services.

POSITION DUTIES

This position prepares and monitors paperwork for state and county positions, such as new appointments, transfers, reclassifications, disciplinary actions, PIN changes, promotions and terminations; maintains rosters, databases, employee files and organizational charts; conducts new employee sign-in, ensuring all documents are completed correctly and submitted; coordinates the Performance Evaluation Program by notifying managers/supervisors of due dates for the performance evaluations; prepares and reviews contracts for State contractual employees; and researches and responds to inquires regarding salaries, human resources processes and procedures.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (ex. JobAps, Workday, Word, Excel, PowerPoint, Access, etc.) used in each of the positions you held.

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note:

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Six months of experience working in the State Personnel System (SPS) including Workday and JobAps.

DESIRED OR PREFERRED QUALIFICATIONS

One year of experience using Microsoft Word and Excel.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
