Main Purpose of Job

The Alcohol and Drug Professional Counselor Advanced is the advanced level of professional alcohol and drug counselor work, at the certified Master's Degree level, providing counseling services, as an expert in a specialty area, to clients with substance use disorders by using intervention, treatment and rehabilitation.

POSITION DUTIES

The Alcohol and Drug Professional Counselor Advance will address behavioral health issues by providing individual, family, and group therapeutic counseling to youth.   The incumbent will provide a full range of counseling for substance use clients, with the most complex problems as defined by standard treatment criteria, under general supervision from a clinical supervisor.  The incumbent will contact clients on a daily basis to provide assessments, treatment, and other clinical services. The Alcohol and Drug Professional Counselor will work as a member of a multi-disciplinary healthcare team to assist with the team's understanding of social and emotional factors underlying the juvenile's behavior.    

MINIMUM QUALIFICATIONS

Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Certified Professional Counselors-Alcohol and Drug.

Experience: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Certified Professional Counselors-Alcohol and Drug.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have experience performing dual-diagnosis (mental health and substance use treatment) of juveniles, and possess a LCADC.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.07, candidates placed in this classification must be either certified or licensed by the Board of Professional Counselors and Therapists as a Certified Professional Counselor-Alcohol and Drug or as a Licensed Clinical Alcohol and Drug Counselor. 

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Candidates placed in this classification must possess graded courses in an identified specialty area as defined by the Alcohol and Drug Abuse Administration (ADAA), Maryland State Department of Health and Mental Hygiene. This training must be approved by ADAA. 2. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

 

SELECTION PROCESS

Applicants who meet the Minimum Qualifications will be placed on the eligible list categorized as Best Qualified, Better Qualified, or Qualified. Candidates shall be certified to the eligible list for a year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
