This is a position specific recruitment for Washington County Board of Elections.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

This position is located in Hagerstown, MD.

Main Purpose of Job

Under the direction of the Director/Deputy Director, the primary responsibility of the Election Supervisor is to supervise the office staff, coordinate the process of voter registration, absentee ballot program and prepare special projects. 

POSITION DUTIES

Supervise full-time office staff engaged in processing and maintaining voter records to ensure compliance with current office procedures and election laws. Supervisor needs to have a working knowledge of the duties of the personnel they supervise. Train full-time office staff and other support staff (including election workers and activity directors) in full range of specialized work following prescribed office procedures.  Perform bi-annual performance evaluations of staff and assist with monthly audit. Develop in-house office procedure manual.

Coordinate and direct special projects including but not limited to:  voter outreach, public service requests and publication of various pamphlets (Citizen’s Guide, 1st Time Voter’s Guide and Election Worker Manual).  Develop Monthly Election Calendar – electronically and in-office calendar. Schedule events for voter outreach and demonstration of new voting system.  Maintain various reports, publications and manuals on daily, weekly and monthly basis to ensure current information for printing and distribution to numerous organizations.  Verify data output for accuracy and completeness with review by supervisor.  Coordinate printing of various publications.

Process requests for absentee ballots and issue absentee ballots to eligible persons unable to vote in person by following state law and regulations.  Coordinate all visits to nursing homes to provide absentee voting to residents.  Recruit and train individuals to assist with absentee voting at the Nursing Homes.  Compile and maintain absentee statistics and complete all surveys dealing with absentee voting. Maintain Absentee Ballots delivery schedule following SBE  deadlines.  Scan and attach all absentee ballot applications.

Register persons for voting in local, county, state and federal elections.  Accept, process and input voter registration applications on statewide voter registration system.  Process and input all voter record changes to keep address, name, affiliation and district and precinct current. Information will be received in a variety of ways (mail, in person, OLVR, ERIC).  Verify and reconcile data output for accuracy and completeness.  Maintain election module and configure each election with appropriate deadlines.  Oversee printing and distribution of municipal election information and scanning of voter authority cards.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Four years of experience applying election laws, rules and procedures in a local election office.

Notes:

1. Specialized clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of one year for each six months of the required election office experience. Specialized clerical experience is defined as work in an office which requires reviewing, verifying and interpreting information in order to make determinations and resolve work problems in accordance with policies, regulations, guidelines and procedures.

2. General clerical experience may substitute for the required experience applying election laws, rules and procedures in a local election office at the rate of two years for each six months of the required election office experience. General clerical experience is defined as work performing a variety of clerical duties which are clear-cut and typically found in office settings, such as filing, copying, posting data and directing telephone calls.

3. College courses from an accredited college or university may be substituted for the required experience at the rate of 30 credit hours for one year of experience.

4. Additional experience applying election laws, rules and procedures in a local election office may be substituted for the required education on a year-for-year basis.

DESIRED OR PREFERRED QUALIFICATIONS

Experience supervising office staff.

Knowledge and skill in computer usage.

Limited to candidates willing to accept employment in Hagerstown, MD.

SPECIAL REQUIREMENTS

1. Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d).

2. Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
