Main Purpose of Job

The main purpose of this position is the accurate processing of incoming applications for Maryland's Handgun Qualification License and Applications and Affidavits to Purchase a Regulated Firearm. These applications are required from applicants before and at the time they apply to purchase, rent, or transfer a regulated firearm. This processing would include the review of applications, the preparation and collation of information for criminal history background information checks and accountability of monies collected for applicable processing fees.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience performing clerical duties.

Notes:

1. Additional experience performing clerical duties may be substituted on a year-for-year basis for the required education.

 2. Applicants may substitute education from an accredited college or university at the rate of thirty semester credit hours for one year of experience on a year-for-year basis for the required experience.

 3. Six months clerical training with three courses in subjects such as keyboarding, clerical math, word processing, spreadsheets, database, graphics presentation, proofreading, or office etiquette may be substituted for six months of the requires experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administrative classifications or in Administrative, Clerical, or Office Services specialty codes in the Clerical Support field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Experience - Six months of experience providing customers with information relating to government services, legal services and/or State or federal licensing process; OR

Six months of experience transcribing/transferring information from an application or other source document into an Access database, Excel spreadsheet and/or Google documents.

DESIRED OR PREFERRED QUALIFICATIONS

Experience - Six months of experience using Maryland Electronic Telecommunications Enforcement Resource System (METERS).

Six months of experience using the National Crime Information Center database (NCIC).

Six months of experience determining or validating application requirements against specific qualifications and analyzing those requirements for accuracy and completeness.

SPECIAL REQUIREMENTS

Candidates in this classification will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

NOTE: Employees may be required to work a rotating shift during emergency situations at the discretion of management.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application.  Applicants who meet the minimum and selective qualifications will be placed on an eligible list in the BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED category.  The list will be used by the hiring manager to select the individual to fill the vacancy.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
