Introduction

The Maryland State Department of Education is recruiting for an Office Processing Clerk I; located in the Division of Special Education and Interagency Collaboration Branch. The resulting eligible list will be maintained for one (1) year. Persons interested in future vacancies within this classification must re-apply. This is a Contractual position.

Main Purpose of Job

Provide clerical and administrative support to staff of the Division of Special Education/Early Intervention Services/Interagency Branch, Autism Waiver and Health Related Services including preparing for compliance monitoring, selection of paid claims sample, scheduling site visits, preparation of correspondence, organization and completion of all copying, collating, assembling of docuemtns, bulk mailing, tracking of compliance performance measures and support for special compliance projects.

POSITION DUTIES

Organizes annual compliance monitoring schedule for all Medicaid reviews, and prepares notification of monitoringvisits for provider community, prepares preliminary site visits agenda, supports moniitoring team preparation, selects sample using established rules for randomization and diversity of paid Medicaid claims, uses pivot table results to identify potential billing discrepencies, tracks sample selection over years by Medicaid provider, assembles formative and summative compliance review results by each provider and by all providers on an annual basis, organizes findings for analysis, copies, and distributes monitoring docuements as requestd by Lead staff. Assist with automation of monitoring functions. Copies, assembles, and distribute docuemnts as requested by the Branch staff for monitoring materials for each site. Provides support while teams are on-site. Prepares materials for emailing, bulk emailngs, organizing files, and retiring historical documentation, assist with preparing for federal compliance reviews as necessary.

MINIMUM QUALIFICATIONS

Education: Completion of the eighth grade.

 Experience: Six months of experience typing correspondence, reports, charts or other documents from rough draft, corrected copy or oral instruction. on a keyboard of a personal computer, computer terminal or word processor.

Notes: 1. Candidates may substitute additional experience typing or performing other clerical duties on a year-for-year basis for the required education.

 2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate for the required experience.

 3. Candidates may substitute a minimum of five courses or six months of clerical training in subjects such as keyboarding, clerical math, word processing, spreadsheets, data base, graphics presentation, proofreading, or office etiquette for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration classifications or in Administrative, Clerical, or Office Services specialty codes in the clerical support field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Must be knowledgeable of developmental, physical and/or social constructs of disabilities and in particular, familiarity with Autism Spectrum Disorders

Familiar with the complexities of the documentation submitted in order to verify a disabling condition and its impact on the ability of the child to remain in the home and community

The ability to understand basic statistical analysis

The ability to problem solving is essential and may involve such decisions as the appropriateness of requested Medicaid service documentation for special education related services

Possess experience supporting children enrolled in special education or persons with disabling conditions by collaborating and partnering to grow the network of resources within the Medicaid provider community. 

Excellent interpersonal and communication skills are essential

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a typewriter or keyboard on a personal computer, computer terminal or word processor at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
