LOCATION OF POSITION

Harkins Rd Lanham, MD 20706

DHCD's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

This position provides program development support internally and externally to grow the capacity of Maryland's Weatherization industry to further the goals of Maryland Department of Housing and Community Development's Housing and Building Energy Programs division. The position will investigate, research, and promote innovation and continuous improvement. The position provides operational and technical assistance to local government agencies, non-profit organizations, individuals, contractors and developers seeking assistance to provide direct residential energy conservation improvements. The Administrator will develop policies and procedures for program operations; perform regular program assessments; develop and maintain relationships with non-profit organizations, local government agencies, and private and federal funding sources. Additionally, this position is to provide overall day-to-day oversight of operations (in collaboration with the Deputy Director of Housing and Building Energy Programs) for the administration and management of the Be SMART Home Loan Program.

MINIMUM QUALIFICATIONS

Minimum qualifications are REQUIRED. Please read carefully.

Education: A bachelor’s degree from an accredited college or university.

Experience: Six years of administrative or professional experience in financing and providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

  1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.
  2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.   

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience in residential energy efficiency program management or development
  • Administrative or professional experience in federal grant management
  • Proficiency in Microsoft Excel

LIMITATIONS ON SELECTION

This recruitment is limited to candidates willing to work in Prince George's County.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
