Work that matters. The Maryland Department of Housing & Community Development (DHCD) is a national leader in revitalizing communities and financing affordable housing. Our team is looking for two project managers that will challenge the status quo, effectively communicate ideas and issues, and independently bring forth practical and efficient solutions and improvements.   DHCD has immediate openings for 2 Project Managers in its Division of Neighborhood Revitalization.  These individuals must be highly organized, customer oriented, self-motivated, team players with financial and project management experience.  These positions will operate primarily out of the Division’s office in New Carrollton, Maryland.

LOCATION OF POSITION

These positions will operate primarily out of the Division’s office in New Carrollton, Maryland with occasional travel to a satellite office in Baltimore.

POSITION DUTIES

These positions will manage activities falling under the Community Development Block Grant Program, the Community Development Block Grant Disaster Recovery Program and the State Attorneys General Mortgage Servicing Settlement and neighborhood stabilization activities in the Division of Neighborhood Revitalization at DHCD.

The incumbents will manage grants, monitor projects, provide technical assistance, assist with the development and implementation of program policies and procedures and will work closely with key officials, local governments, nonprofit organizations and other internal and external customers to ensure compliance with regulations, policy, laws and standards.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of administrative or professional experience in financing and providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.   

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with the federal Community Development Block Grant Program.
  • Experience administering grant programs to nonprofit organizations, governments and or local jurisdictions.
  • Applicant must be proficient in MS Office Suite and demonstrate competence with written and verbal communications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
