Main Purpose of Job

This position functions as the Shift Manager at Warfield Air National Guard Base supervising the Operations Elements (assigned shift) of a fire protection flight ensuring quality resources protection and firefighting support to aerospace and real property assets, preventing the loss of life and property from fire. Function as the Fire Chief in his absence.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of experience performing airport fire suppression and emergency rescue work, one year of which must have been as a second line supervisor or manager.

Notes:

1. One year of the above experience must have been as a shift officer on the Martin State Airport Fire Department MCA program; or

2. Applicants may substitute experience as a current Military Airport Fire Fighter Captain employed at the Martin State Airport Fire Department MCA Program, or one year of experience as a Chief Fire Officer with the 175th Wing, Maryland National Guard for the required experience.

3. Candidates may substitute one year of U.S. Armed Forces military service experience as a non-commissioned officer in aircraft rescue and firefighter specialist classifications or specialty codes in the airport fire fighter field of work for one year of the required experience.

LIMITATIONS ON SELECTION

This reruitment is limited to those currently part of the Maryland Military Department, Maryland Air National Guard.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

2.  Employees are required to possess a United States Air Force Motor Vehicle Operator's card.

3.  Employees in this classification that operate vehicles on runways or taxiways are required to successfully complete vehicle training and annual renewals of vehicle operation clearance for the Movement Area of Martin State Airport.

4.  Employees in this classification must possess the following certifications from the National Board on Fire Service Professional Qualifications, International Fire Service Accreditation Congress or the Department of Defense (DOD) program:

Firefighter I

Firefighter II

Airport Firefighter

Driver/Operator - Airport Rescue Firefighting

Driver/Operator - Pumper

Driver/Operator - Mobile Water Supply

Hazardous Materials Incidents – Awareness

Hazardous Materials Incidents  – Operations 

Hazardous Materials Incidents - Incident Command

Tele-Communicator I

Tele-Communicator II

Emergency Medical Responder

American Heart Association certification in cardiopulmonary resuscitation (CPR) Health Care Provider

Fire Officer I

Fire Officer II

Fire Officer III

Fire Officer IV

Fire Instructor I

Fire Instructor II

Fire Inspector I

Fire Inspector II

National Incident Management Systems (ICS-100b, 200b, 700a, 800b, 300 and 400)

5.  Employees currently in the classification must obtain the rest of the above certifications within 24 months of placement.  Employees who fail to obtain the above certifications will be subject to disciplinary action up to and including termination.

SPECIAL REQUIREMENTS

1. Employees must have successfully completed Fire Protection Apprentice Specialist course or other equivalent fire protection course.

2.  Employees will be required to obtain a government Secret security clearance.

3.  Candidates will be required to pass an annual medical examination to determine their physical ability to perform the job in accordance with National Fire Protection Standard 1582, Standards on Medical Requirements for Firefighters.

4.  Employees in this classification may be required to take the physical fitness test to determine their physical ability to perform the job in accordance with National Fire Protection Standard 1582, Standards on Medical Requirements for Firefighters.

5.  Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

6.  Employees in this classification may be subject to State or federal background investigations.

7.  Employees in this classification are"Essential Employees" are subject to call-in 24 hours a day and must provide the employing agency with a telephone number where they can be reached.
