Introduction

This is a position specific recruitment for the Department of Labor, Licensing and Regulation (DLLR).  This recruitment may be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year after the closing date of the announcement. Persons interested in future vacancies within this classification must re-apply.

This is a limited recruitment, open to any qualified candidate who currently works within the Division of Unemployment Insurance (DUI)

This position is located in Baltimore, Maryland

Main Purpose of Job

The primary purpose of this position will be to respond to employer telephone and written inquiries generated from the Notice of First Benefit Check Paid To A Former Employee and Notice of Benefit Payment Charged To Your Experience Rating Account forms. This position will also require the review of unemployment insurance claims to ensure that the employer’s account has been properly charged according to Maryland Unemployment Insurance Law.

MINIMUM QUALIFICATIONS

Education: Possession of an Associate of Arts degree from an accredited college or university.

Experience: One year of experience rendering determinations related to unemployment insurance contributions; or obtaining and evaluating facts pertinent to an alleged unemployment insurance disqualifying issue and preparing a decision justifying the determination; or reviewing, verifying, recording, adjusting, and balancing financial transactions.

Notes:

1. Four years of general clerical experience may be substituted on a year-for-year basis for graduation from an accredited high school or possession of a high school equivalency certificate.

2. Three years of experience gathering information used to render determinations related to unemployment insurance contributions; or rendering determinations involving unemployment insurance claims, such as disputed claims, appeals and overpayments may be substituted for the Associate of Arts degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

LIMITATIONS ON SELECTION

This recruitment is limited to qualified candidates who are current employees within the Division of Unemployment Insurance (DUI).

Applications that meet qualifications will be ranked as Best Qualified, Better Qualified, or Qualified and referred to the hiring unit for interview selection.  The certified list will be used by DLLR for a period of one year.  

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. This rating may be based solely on your application. Therefore, it is important that you provide complete and accurate information on your application. You must report all experience and education that is related to this position. All applicants must provide sufficient information on the application to show they meet the qualifications for this recruitment. All information concerning the qualifications must be submitted and received by the closing date. Information submitted after this date will not be considered.

Candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the certified (eligible) list for one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
