Main Purpose of Job

This position will review and evaluate conditions of known or suspected oil contamination in order to determine the extent of remediation needed, and oversee remediation activities. In this position, the results of hydrogeology assessments must be interpreted and the extent of any required groundwater and soil remediation must be determined. The position will also determine the potential public health and safety impacts of oil contamination in the environment and in drinking water supplies.

This position ensures the enforcement of applicable statutes, regulations, permits and policies pertinent to the Oil Control Program.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification.  It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments:   

Technical Evaluations: Reviews and evaluates highly specialized technical reports, such as hydrology, geology and other site conditions, groundwater and product monitoring reports, environmental assessments, tank removal/abandonment reports and corrective action plans (CAP), which contain a detailed description of remedial measures at sites where petroleum contamination from leaking underground and aboveground storage tank (UST/AST) systems and interstate pipelines has occurred.  Other duties include: oversight of remedial activities, UST removals/abandonments, remediation of surface spills, and coordination of other federal and State agencies and local governments.  Prepares technical comments on reports submitted to the Program for review and correspondence to clients.    

Technical Project Management: Provides project management for investigation and remediation of sites contaminated by petroleum hydrocarbons.  This includes developing detailed investigation work plans; collecting soil and groundwater samples for the Department, as required; selecting and installing wells and/or direct push locations; utilizing field equipment, and conducting surface and borehole geophysical surveys; developing groundwater quality investigations for State-lead sites; locating possible contaminant migration routes; searching for evidence of contaminant source and contaminant plume attenuation; conducting target surveys to determine the impacts to human health and the environment; ensuring proper sampling techniques, supplies, equipment and laboratory methods are utilized; verifying the accuracy of site reports already generated; determining the most probable remedial solutions based upon geologic formation, surface and groundwater hydrologic interactions, pilot testing, and the presence of manmade remedial impediments.

Site Compliance and Enforcement Activities:  This position ensures appropriate enforcement actions (Reports of Observations, Notices of Non-Compliance, Notices of Violation with Penalty, Compliant and Orders) and site related decisions comports with applicable statues, regulations, permits and policies under the purview of the Oil Control Program Oversees underground storage tank system removals/abandonments and implementation of Department directed site activities (e.g. subsurface investigations, well/direct push installations and abandonments) Directs in-field assessments and remedial corrective actions Prepares litigation packages for enforcement cases in consultation with supervisor. Testifies at administrative hearing and court procedures, Supports inter – and intra – agency functions of the Oil Control Program.

Project Documentation/Management: Maintains field notes, photographs, sketches, phone logs, interviews and any other relevant information collected pursuant to project oversight; maintains assigned projects files and electronic storage of digital media in a PIA ready manner.

Communication and Reporting:  Communicates and acts as liaison with federal, Maryland, local and other State agencies concerning the Program’s policies and procedures, including human health and environmental impacts and cleanup decisions for Program sites. Prepares and submits daily activity forms, mileage sheets and progress reports.

Program Operations: Responds to and coordinates cleanup activities at emergency incidents.  Assists in, developing guidance documents, implementing and evaluating technical aspects of the Program. Stays current with emerging technologies and maintains technical competency.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: None

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for-year basis for the required education. 

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

Willingness to perform work in an office setting as well as field work;

Course work in Physical Geology, Structural Geology, and/or Hydrogeology;

Knowledge of oil pollution compliance and enforcement;

Strong oral and written communication skills.

LIMITATIONS ON SELECTION

This Position is limited to candidates willing to work in the Oil Control Program, Western Division which is located in Hagerstown, MD.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a  valid motor vehicle operator’s license.

2. When assigned to an environmental program at the Department of the Environment, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the Occupational Safety and Health Administration Website.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered. It is imperative that you give complete information on your application. For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
