Main Purpose of Job

The main purpose of this position is to fully complete the level of work required in preparing, presenting and executing designated agency budgets for DLLR programs.  This function includes reviewing and approving expenditures, analyzing and interpreting the records and reports of the State of Maryland's Financial Management Information System (FMIS), and the Federal Accounting and Reporting System (FARS) to determine financial status in accordance with generally accepted accounting principles and entering program budgets in the State's Hands On Budget System (HOBO) and FMIS. as required.

POSITION DUTIES

The position will prepare, review and submit assigned programs' budgets; allocate appropriate fund distribution for indirect and direct costing of federal fund grants and special fund revenues; review and assist Divisions in preparing Current Services Budget for each program; distribute monthly financial status reports to the program to assist with the quarterly expenditure projections; review and analyzes numerous DAFR, ADHOC and Focus reports to monitor fund balances and to ensure expenditures and encumbrances are reported properly by fund source as part of the State's fiscal year close; maintain agency budget appropriations and allocation by object and fund in FMIS.

This position will also prepare budget amendments to redistribute appropriations when necessary; review revenue with program's input for special funded programs; monitor encumbrances during the fiscal year; review and approve invoices; assist in developing, preparing and submitting federal program's budget submissions using spreadsheet software and HOBO; and other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: One year of experience in budget preparation, presentation and execution.

Note:

1. Candidates may substitute 30 semester hours of graduate education in accounting, business administration, economics, finance, political science or public administration for the required experience.

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

1) Six credit hours in accounting

2) FMIS experience with knowledge of HOBO

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DUI) to determine whether any monies are owed to DUI as a result of unemployment insurance overpayment and/or fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Successful candidates will be placed on the eligible list categorized as Best Qualified, Better Qualified or Qualified.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

Military Veterans may qualify for additional bonus points towards certification.  A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
