Main Purpose of Job

These positions in the field of vocational rehabilitation are responsible for monitoring and providing oversight of the dormitory areas within the Workforce & Technology Center. This requires the provision of guidance, supervision, and support to individuals with disabilities residing in the dormitory areas. This also includes performing emergency and routine procedures to ensure the well-being and safety of dormitory residents.

POSITION DUTIES

Provides monitoring and supervision of the residential dormitories. Conducts physical walk-through of dormitory area with completion of rounds log to ensure overall safety and welfare of residents. Observes and monitors the behavior and progress of residents to ensure compliance with dormitory rules and regulations and health and safety standards. Mediates disputes and conflicts. Provides guidance and supports to residents in areas related to independence, employment, advocacy, and social skills development. Assists and escorts residents to local emergency rooms when emergency healthcare is needed. Provides cuing and monitoring for residents participating in medication monitoring program. Schedules room assignments, process admissions, and facilitates dormitory orientation. Completes written documentation. Communicates resident progress and/or issues to appropriate staff. Carries out emergency and routine procedures for the protection and safety of consumers, staff, and the public. Facilitates resident group sessions. Instructs and monitors basic housekeeping skills so that residents can maintain their assigned living area.

MINIMUM QUALIFICATIONS

Education:

Possession of an Associate of Arts Degree or 60 credit hours of course work with at least six credit hours in education, psychology or counseling.

Experience:

One year of experience providing counseling or other rehabilitation services in a program serving persons with disabilities.

Note:

A Bachelor’s Degree with 30 credit hours in a human services related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of: theories and principles of behavior and personality development and the dynamics of interpersonal relations, including roles and functions of human services professionals, programs, and institutions; federal and State laws and regulations governing the care and treatment of persons with disabilities, including basic rights and confidentiality; basic and alternative communication skills and interaction techniques. Ability to: conduct selected activities; teach problem-solving and decision-making skills to assist residents in developing effective coping mechanisms; implement appropriate behavioral consequences and to physically intervene in a behavioral crisis; implement infection control precautions; communicate effectively with residents and other staff; effectively apply the rules and regulations of the Workforce and Technology Center; instruct residents in personal care services based on standard care; exercise sound judgment and initiative; work as part of a rehabilitation team; maintain accurate records and comply with established record-keeping standards; lift and evacuate non-ambulatory individuals; and perform CPR.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Persons appointed to position in this classification may be assigned duties which require the operation of an automobile. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland, and their driving records will be subject to investigation.

2. Persons appointed to positions in this classification will be required to successfully complete training to obtain and maintain current certification in cardiopulmonary resuscitation.

SPECIAL REQUIREMENTS

1. Applicants may be given a medical examination and may be required to demonstrate the ability to perform the work required of the position prior to appointment.

2. Persons appointed to position in this classification will be required to provide a telephone number where they can be reached.

3. Applicants must submit proof of eligibility to work in compliance with the Immigration Reform and Control Act.

4. Applicants are subject to a criminal background investigation in accordance with the federal Family Law Article, Section 5.

5. Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 06.01.09, Testing for Illegal Use of Drugs.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
