Main Purpose of Job

The main purpose of the Health Occupations Investigator II position is to function as an investigator directly responsible for the planning, case review, investigation, thorough analysis and determining strategy necessary to properly prepare a case for the prosecution and/or alternative resolution. The incumbent will conduct highly confidential investigations of assigned complaints lodged against health care practitioners, such as fraud, misconduct, incompetence, and other violations of the Annotated Code of Maryland, Health Occupations Article, Title 13 and its regulations found in COMAR 10.38. This position will also document investigative findings and present precisely written reports to the full Board, as well as serves subpoenas and disciplinary sanctions. This position will also investigate applicants for licensure or renewal of licences, investigate applicants applying for reinstatement of licenses following fulfullment of disciplinary sanctions, and coordinate investigations with Board Counsel, Prosecutors, and/or Board Member Liaison.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree in the field of Criminal Justice, Criminology, Law Enforcement or an allied health field (such as Nursing, Pharmacy, Psychology, Social Work, Nutrition, Dietetics, Speech Pathology, Audiology) from an accredited college or university.

Experience: Two years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings.

Note:

1. Additional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Investigator, Police and Intelligence Specialist classifications or Investigator, Police and Intelligence specialty codes in the criminal investigation field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in these classes may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in these classes may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
