Main Purpose of Job

This senior level position plans and administers the Behavioral Health Administration's Treatment Compliance Section.  This position is responsible for the development, implementation, monitoring and coordination of statewide provider compliance reviews, audits and the investigation of chemical dependency treatment programs regarding non-compliance with COMAR, federal regulations and policies/procedures.  It ensures that substance use disorder facilities and personnel are in compliance with and meet State and Federal requirements.  This position serves as the Administration's primary point of conduct and is responsible for supervising and coordinating the work of departmental, regional and local personnel as it relates to these program issues/ activities.  This position provides regulatory oversight of the jurisdictional, provider, monitoring and audit process of behavioral health programs.  This position serves as the agency's administrative liaison for state partnerships regarding the design and implementation of special initiatives (Health Homes) for the provision of quality care for behavioral health patients.  It reviews and assists in the development of policies and practices, fiscal and programmatic initiatives and legislation to ensure access to quality substance use disorder services within the system.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional work related to treatment and services to persons with alcohol or other substance addiction, and four of which must have been at the managerial or supervisory level.

Notes:

1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience working in the area of assessing program compliance with regulations and have experience working with alcohol and other drug clinical records and documentation.  In addition, the applicant will have strong IT skills particularly with Word, Excel and PowerPoint software and have strong interpersonal skills.
