Main Purpose of Job

A Research Statistician II is the full performance level of statistical research work involving collection and analysis of data requiring the application of more advanced statistical techniques, independent interpretation of findings and full responsibility for final, written reports.  The employee in this class may have full responsibility for the design and completion of larger projects.

POSITION DUTIES

This position functions as a master level researcher/evaluator within the DJS Office of Research and Evaluation.  The position is responsible for participating in the implementation and reporting of: 1)data analyses that respond to questions posed by the Department, the Governor and the Legislature regarding who is being served, services provided and youth outcomes; 2) program evaluations of DJS interventions; 3) research projects undertaken by the Department.  This position collaborates with other DJS staff, staff from other youth serving agencies, and/or universities in these activities.  This includes keeping current on best practices in juvenile services interventions and evaluation and research methods applicable to the position.  The highly desirable candidate will have experience in qualitative methodologies and knowledge of SPSS, Microsoft Excel and Access and experience in program evaluation with youth-based interventions. 

MINIMUM QUALIFICATIONS

Education: Possession of a master’s degree from an accredited university with a minimum of nine semester hours, or the equivalent, of graduate coursework in research methodology, theoretical or applied statistics or measurement theory.  NOTE: You must upload official college transcript or fax to DJS-OHR, Recruitment & Exam at 410-333-4188 to receive consideration. 

Experience: One year of post-master’s experience in statistical research.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Statistician classifications or Statistician and Intelligence Officer specialty codes in the Statistics field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

1.  Knowledge of SPSS

2.  Knowledge of Microsoft Excel and Access

3.  Experience in program evaluation with youth-based interventions

4.  Experience in qualitative methodologies

SELECTION PROCESS

Applicants who meet the Minimum Qualifications will be placed on the eligible list categorized as QUALIFIED, BETTER QUALIFIED OR BEST QUALIFIED.  Candidates shall be certified to the eligible list for a period of one year.  This list will be used by the DJS hiring agency to select employees.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
