LOCATION OF POSITION

Main Purpose of Job

The primary function of this position will be responsible for maintaining the DLLR website in support of the operational needs of the OIT and other departmental units.

POSITION DUTIES

The position works in a unit that develops and maintains style sheets, graphical content and layouts that are used on multiple web pages and sites. This position will develop, promote and enhance use of Internet technologies to provide greater public access and self-service of information and services offered by DLLR programs; work with the DLLR program units to identify new web content, facilitate change of existing web content, coordinate information and design and publish program related documents on the Web in order to provide greater public access to DLLR information and services; and develop interactive online applications for DLLR website and Internet that allow the public to complete tasks online.

MINIMUM QUALIFICATIONS

Education: Possession of an Associate of Arts degree from an accredited college or university in Web Development, Computer Information Technology, Management Information Systems or other information technology related field to include course work in web page design, development and programming.

Experience: Six months of experience in web page design, development and programming.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate and an additional eighteen months of experience using software which converts other documents into web pages; or using web page developmental software; or writing HTML code; or converting data from project specifications by preparing program code using computer programming languages; or evaluating, implementing and maintaining computer hardware and software; or operating, manipulating, and controlling computer systems may be substituted for the required education.

2. Graduation from an accredited high school or possession of a high school equivalency certificate and completion of an approved certification program for Web Professionals sufficient to provide the necessary skills to build and manage an organization’s web site and to coordinate with inside and outside resources to accomplish that organization’s web goals may be substituted for the required education.

3. Additional experience in web page design, development and programming may be substituted for on a year-for-year basis for a high school education.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Cyber and Information Systems classifications or Cyber and Information Systems specialty codes in the Information Technology field of work on a year-for-year basis for the required education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DUI) to determine whether any monies are owed to DUI as a result of unemployment insurance overpayment and/or fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.

The certified list will be used by DLLR for a period of one year.

BENEFITS

As a contractual position, the selected candidate will be paid only for hours worked.  This position has no state-paid benefits (i.e. sick leave, annual leave, personal leave, holidays, health insurance, etc.). The person filling this position may purchase healthcare insurance at the state’s group rate.

FURTHER INSTRUCTIONS

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
