Main Purpose of Job

The Staff Specialist I – Higher Education serves as the Online Registration Analyst and provides contractual professional level services to the Maryland Higher Education Commission (MHEC) in the Office of Academic Affairs – Collegiate Unit, and reports to the Associate Director of Collegiate Affairs. The position will provide professional services, including independent policy analysis, development, and implementation, to allow for MHEC to fulfill its statutory responsibilities with regard to the coordination, statewide planning, and regulation of out of state online postsecondary education. The selected candidate will be responsible to perform, but may not be limited to, the following activities:

POSITION DUTIES

  • Review and determine compliance of registration applications submitted by out of state online institutions.
  • Develop and maintain an online academic program, fee collection, and tracking system.
  • Interpret, apply, and clarify MHEC policy, and relevant sections of the Education Article of the Annotated Code of Maryland and Code of Maryland Regulations (COMAR) for diverse internal/external constituents.
  • Implement and recommend State policies and regulations relating to requirements for out of state online institutions to operate in the State.
  • Coordinate with MHEC’s Assistant Attorney Generals for document authentication, investigations of online institutions and programs, and regulatory enforcement.
  • Prepare annual reports related to online education registration.
  • Provide leadership and staffing to special projects such as Commission, statutory, and Joint Chairmen Reports, and assigned taskforces, and workgroups in relation to education policy with the purpose of implementing new programs and best practices as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree.

Experience: One year of administrative or teaching experience in post-secondary education programs.

Notes:

1. Possession of a master's or doctoral degree may be substituted for the required experience.

 

SELECTIVE QUALIFICATIONS

Candidate must have at least one year of experience using Microsoft Excel and Access at an advanced level or other database software in an educational or policy setting.

DESIRED OR PREFERRED QUALIFICATIONS

Competitive applicants will possess excellent written and verbal communication skills, research and analytical abilities, and experience using data to inform policy decisions, and developing and applying policies and regulations, preferably in an academic affairs related setting. Additionally, applicants should be abreast of current issues in higher education, specifically online learning, and have experience with working independently on multiple projects with fixed deadlines, working collaboratively as part of a team, and have potential to lead interagency work groups.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

EXAMINATION PROCESS

The examination will consist of a rating of all candidates’ education, training, and experience related to the requirements of this position.  Therefore it is important that applicants provide complete and accurate information related to this position.
