Main Purpose of Job

The Contractual Fiscal Services Administrator IV is the temporary position of 6 to 12 months which will independently evaluate and audit all fiscal activity of the Office of Health Care Quality (OHCQ) to include time allocation expenditures, grants, contracts, expense reports, financial reports and program financial summaries.  This person will ensure that financial transactions are verified, recorded and reported to management in accordance with Generally Accepted Accounting Principles and in compliance with State and federal regulations and practices.  The candidate will also develop internal controls, policies, and procedures for staff and management.  The position is responsible for development and monitoring of fiscal policies and controls, coordination of fiscal year-end closeout, responding to multiple State and federal audits, providing fiscal policy advice to staff, and providing feedback on financial reporting, vendor payment, and grant reporting information systems.  This candidate will report directly to the agency director or designee.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:    A Bachelor's degree from an accredited college or university or 36 post-baccalaureate credit hours of coursework from an accredited college or university in Accounting.  CPA desired.

Experience:  Five years of professional experience with managing financial systems to include FMIS.  Two years of the required experience must include direct supervision of other professional employees.

SELECTIVE QUALIFICATIONS

The qualified candidate must have experience with Financial Management Information System (FMIS).

DESIRED OR PREFERRED QUALIFICATIONS

The desirable candidate should have:

  •    Prior experience as a CPA working in the public sector
  •    Experience as an internal auditor
  •    Ability and willingness to interview, track down and analyze prior documentation and record discussion with relevant parties both within and beyond OHCQ
  •    Adept project and process driven business relationships with stakeholders
  •    Preferably experience with grants and contracts
  •    Knowledge of governmental and/or fund accounting and State procurement policies and regulations
