Main Purpose of Job

The primary purpose of this position is to ensure appropriate and consistent application of COMAR Title 21 Procurement Regulations and the Department of Human Resources (DHR) Procurement Policy and Procedures are followed in order for DHR to implement its programs and services.

POSITION DUTIES

Learns to review for substance and accuracy, and process procurement transactions in order to assist all of the Department's Central Administrations and all Local Departments of Social Services (LDSS) with the implementation of their programs and services in accordance with COMAR Title 21 Regulations and Department of Human Services (DHR), Department of General Services (DGS) and DoIT Procurement Policy and Procedures, and the General Accounting Division's Corporate Purchasing Card Program Policies and Procedures; learns to advise and instruct DHR's central, and LDSS staff how to accurately prepare solicitations, contracts, contract amendments, contract renewals, grant agreements and DGS procurement procedures; learns to assist with the implementation of their programs and services by obtaining best value contracts for DHR through use of the competitive and non-competitive procurement processes; learns to initiate, review, process and approve requisitions, purchase orders and appropriate procurement transactions using the State's Corporate Purchasing Card and/or the Advanced Purchasing and Inventory Control System (ADPICS) for commodities and related services; learns to accurately complete documents and meet specifications requirements; learns to determine payment and contract type; learns to obtain fund certifications and financial approvals; learns to monitor, complete Record of Bids, opening Bids in a public forum and post approved solicitation; learns to check status of procurements and to negotiate changes in solicitations or contracts; and participates in the monthly Procurement Advisory Committee (PAC) meetings to keep apprised of changes in procurement regulations, processes and/or procurement forms as the result of new directives from control agencies, changes in COMAR Title 21 or changes as the result of contract litigation or changes in DHR's Procurement Policy and Procedures.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's Degree from an accredited college or university. 

Experience: None. 

Notes:

1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year for year basis for up to four years of the required education.

2. Candidates may substitute any of the following written certifications, obtained through passing an examination for the required education: Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing officers).

Licenses, Registrations and Certifications: Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

DESIRED OR PREFERRED QUALIFICATIONS

Experience working with Financial Management Information System (FMIS); knowledge of the Advanced Purchasing and Inventory Control System (ADPICS) and Relational Statewide Accounting and Reporting System (R*STARS) environments within that system for agency payment processing, including applications of commonly used automated accounting software packages and uses of personal computer (Word and Excel).
