Main Purpose of Job

The Maryland Department of Natural Resources, Chesapeake and Coastal Service, is currently accepting applications for an Agency Project Engineer/Architect II position to work in the Habitat Restoration and Conservation Division. The position is full time, based out of Annapolis, MD, and supports the implementation of projects funded under the Chesapeake and Atlantic Coastal Bays Trust Fund. Travel is required to field work sites throughout Maryland.

This position will serve as designer, engineer, and manager of projects sponsored by the Department or its partners, and funded under the Chesapeake and Atlantic Coastal Bays Trust Fund. These projects focus on the restoration of streams, wetlands, forest buffers, and other habitats, as well as retrofitting sites for improved stormwater management. Projects are designed to reduce nutrients and sediment entering Chesapeake Bay and its tributaries, and may be on State owned lands or local public or private lands as sponsored by partner organizations and agencies. The incumbent is responsible for developing and/or reviewing the project concept, designs, site inspection, and overseeing construction of the agency sponsored projects. Additional duties include applying stormwater specifications, performing mapping and spatial analysis, developing cost analyses, preparing feasibility studies and alternatives analyses, and interfacing with private contractors, designers, and engineers during the development and review of restoration projects. Candidates may be required to complete physical work under harsh and adverse conditions (high heat and humidity, cold, biting insects, poison ivy, etc.).

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: One (1) year of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.

Notes:

1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education and experience requirements.

DESIRED OR PREFERRED QUALIFICATIONS

  • H&H and water quality monitoring knowledge.
  • Comprehension of water quality regulatory issues (permitting, Total Maximum Daily Load, MS4).
  • Knowledge of floodplain delineation and innovative stream design.
  • Stormwater management and drainage design experience.
  • Knowledge of ecology and ecosystem functions. 
  • Proficiency with ESRI ArcGIS Experience with AutoCAD.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS
