Main Purpose of Job

The primary purpose of this position is to assist in the protection of citizens and communities in Maryland through the accurate processing of incoming applications for Maryland's Handgun Qualification License and Applications and Affadavits to Purchase a Regulated Firearm (MSP 77R). These applications are required from applicants before and at the time they apply to purchase, rent or transfer regulated firearms. This processing would include the review of applications, the preparation and collation of information for criminal history background checks and the tracking, monitoring and accountability of monies collected for applicable processing fees.

POSITION DUTIES

This position will interact with civilian and sworn supervision of the Division and more particularly of the Firearms Registration Section to receive and convey work, specific information, assignments and responsibilities. These contacts may be in person, in writing or by telephone.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  Two (2) years of experience performing clerical duties.

Notes:

1. Additional experience performing clerical duties may be substituted on a year-for-year basis for the required education.

2. Applicants may substitute education from an accredited college or university at the rate of thirty (30) semester credit hours for one year of experience on a year-for-year basis for the required education.

3. Six (6) months clerical training with three courses in subjects such as keyboarding, clerical math, word processing, spreadsheets, database, graphic presentation, proofreading, or office etiquette may be substituted for six (6) months of the required experience.

SELECTIVE QUALIFICATIONS

1. Six (6) months of experience reviewing and keying information from applications for requests for firearm/handgun certifications, permits or licenses.

2. Six (6) months of experience using the Maryland Automated Firearm Services System.

3. Six (6) months of experience using Maryland Electronic Telecommunications Enforcement Resource System (METERS).

4. Six (6) months of experience using the National Crime Information Center (NCIC) database.

5. Six (6) months if experience transcribing/transferring validated requirements from an application into an Access database or Excel spreadsheet.

6. Six (6) months of experience in determining or validating application requirements and analyzing requirements for accuracy and complweteness.

7. Specific training to enhance keyboarding skills or typing speed and accuracy.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Applicants may be subject to an extensive background investigation prior to appointment.

2. Employees in this classification will be required to provide a telephone number at which they can be reached.

SELECTION PROCESS

Only candidates who meet the minimum qualifications will be considered for this classification.  Therefore, it is essential that you provide complete and accurate information on your application.  Successful candidates will be placed on the employment Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED OR QUALIFIED and remain eligible for consideration for at least one year from the date of examination.  The list will be used by the hiring agency to select employees.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. You may be required to complete a qualifications supplement, or the rating may be based on your application.  Report all experience and education that is related to this position. Applicants may be given a physical examination and will be subject to an interview, background investigation, polygraph examination and substance abuse testing
