Main Purpose of Job

The Contractual Health Policy Analyst I is the intermediate level of work evaluating, analyzing, researching and developing health care services, policies and programs.  The main purpose of this position is to function as a health policy specialist to develop, revise and maintain Medical Assistance eligibility policies and procedures in coordination with the Client Automated Resource and Eligibility System (CARES) and the Medicaid Management Information System (MMIS).  The incumbent will be responsible for analyzing Federal and State legislation and Departmental initiatives which may affect Maryland Medical Assistance eligibility policies and for drafting and editing material written to implement Medical Assistance and related programs.   The employee will serve as the liaison with other departments and administrations, as well as internal staff for the purpose of developing and clarifying policy issues and customer service issues and for interpreting state federal policy and regulations.  This position will provide guidance and direction to Medical Care Program Specialists and administrative staff.  The successful applicant should have experience with the Client Automated Resource Eligibility System (CARES) and/or the Maryland Medicaid Information System (MMIS).

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.

NOTE:

A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have experience with the Client Automated Resource Eligibility System (CARES) and/or the Maryland Medicaid Information System (MMIS).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
