Main Purpose of Job

The Contractual Medical Care Program Associate II is the full performance level of work in a Medical Assistance Program in the Department of Health and Mental Hygiene.  Employees in this classification apply, interpret and process program specific information, policies, regulations and guidelines in a variety of activities.  The main purpose of this position is to provide backup support to the Recoveries Officers, and to assist the Medical Care Program Associate Supervisor and Manager of the Estates, Liens and Trusts Unit in the handling of filing of Estate claims, Annuities and Special Needs Trusts.  The incumbent will pull paid claim reports from an access database to determine the amount of claims, prepare new case files, enter case information into a database to generate claim letters and the statement of accounts and mail claims to the various Registers of Wills Offices while ensuring that all cases are completed and filed with the Register of Wills in accordance with procedures, the auditors time requirements and Maryland law.  The employee will also research Tax Sale Notices for potential surplus and file Claims against Surplus in various courts, research potential new lien cases, perform monthly lien updates and review lien cutoffs   Legal experience would be helpful but is not required.  The successful candidate should have experience using Microsoft Access, Word or a multi-user database and have experience using Microsoft Excel to create reports or itemized statements.  This is a full-time contractual position limited to current Office of Systems, Operations and Pharmacy employees only.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:    Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:  Two years of clerical experience applying policies in a medical care, health insurance or federal or State entitlement program.

NOTES:

1.  Additional general clerical experience may be substituted on a year-for-year basis for the required education.

2.  College credits from an accredited college or university may be substituted for the required experience at the rate of 30 credit hours for one year of experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have experience using Microsoft Access, Word or a multi-user database and have experience using Microsoft Excel to create reports or itemized statements.  Legal experience would be helpful, but is not required.
