Main Purpose of Job

The Maryland Higher Education Commission (MHEC) is seeking applications for a Grants Specialist for the Nurse Support II (NSP II) program, a position in the office of Outreach and Grants Management. The Grants Specialist provides grant management and administrative support to the NSP II Program (https://www.mhec.state.md.us/Grants/NSPII/NSPII.asp).

POSITION DUTIES

  • Works collaboratively with the NSP II Grant Manager, the Director of Outreach and Grants Management, the NSP II financial aid officer, and members of the Health Services Cost Review Commission staff to support the competitive institutional grant and the statewide initiatives funded through the NSP II. 
  • Handle the day to day NSP II bookkeeping by creating and issuing invoices, monitoring payments and collections of returned funds.   Work closely with accounting department staff to reconcile NSP II grant accounts, maintain accurate fiscal records, complete budget spreadsheets, and reporting for related grant programs. Prepare fiscal reports and fiscal projections, recommends aggregate funding levels for each of the programs within the NSP II. Support accounting on service obligation bond repayments as requested. 
  • Assist, as directed, with all administrative aspects of the NSP II competitive institutional grant, to include request for application development, pre to post award grants management, review panel support, compliance monitoring visits, and maintenance of grants data base. Maintain all related digital and paper files.
  • Draft correspondence, reports, financial statements, legislative testimony, Commission meeting materials, grant program guidelines, web page narrative, requisitions, and other written documents.
  • Collect, compile and analyze project data. Prepare related reports as requested.
  • Provide general support including but not limited to event planning and scheduling, information dissemination, preparing presentation materials, filing, copying, and maintaining accountability for all communications and correspondence related to assigned programs.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years of experience in administrative or professional work.

SELECTIVE QUALIFICATIONS

Education: Possession of a bachelor’s degree in healthcare management, public health, nursing, business administration, or related field from an accredited four-year college or university.

Experience: Three years of experience in grants management, bookkeeping, fiscal management, and/or accounting.

DESIRED OR PREFERRED QUALIFICATIONS

Competitive applicants will possess the following attributes:

  • Bookkeeping, fiscal management, and/or accounting experience in a healthcare setting.
  • Experience with grants management such as RFP development, awarding, compliance monitoring and closeout.
  • Experience providing executive level administrative support to multiple projects in a fast paced work environment.
  • Excellent written and verbal communication, proofreading and editing skills.
  • Ability to work with limited supervision.
  • Ability to travel to grant project sites across the State for grant monitoring purposes.  Available to work nights and weekends on a limited basis as related to grant project monitoring.
  • Ability to work with nursing faculty and department heads.
  • RN or certificate/ licensure in health care occupation.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service.
