Introduction

The Maryland State Retirement Agency (Agency) is the administrator of the Maryland State Retirement and Pension System (System).  The Agency is currently seeking an experienced human resources professional who has current or previous work experience with the State of Maryland in a human resources office, and has a general understanding of  and experience applying laws and regulations pertaining to COMAR and the State Personnel Pension Code.

Main Purpose of Job

This position will serve as a Human Resources Generalist with a strong emphasis on the recruitment and selection process. This position also provides administrative support to the HR Director and general support to the Office of Human Resources.

POSITION DUTIES

The essential duties of this position involve, but are not limited to, recruitment and selection activities which include confirming hiring freeze exemption approvals, reviewing/evaluating applications, creating eligible lists; and selection and placement activities for skilled, professional, managerial, special appointments, and contractual positions.  This position will additionally assist with entering personnel transactions into the 310 system, updating the HRIS with personnel data, filing personnel related documentation, and other duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation, job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1.  Professional HR management work in the areas of recruitment and selection, classification, salary administration, employer relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2.  Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3.  Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualifications:

1.  Experience with the State’s recruitment and examination process

2.  Experience with processing personnel actions in the State’s MS310 System

3.  At least one year of hands-on experience with JobAps. This experience must be reflected in the duties on your application.
