Main Purpose of Job

This is a contractual position funded by the Enhanced Assessment Grant - Kindergarten Entry Assessment (EAG-KEA) and serves as an education specialist responsible for coordinating the assessment activities for all early learning and development programs in the use of formative assessments and, specifically, the operations of the Kindergarten Entry Assessment enhancing the current development of the Comprehensive Assessment System (CAS) regarding Project 6 of the Race to the Top - Early Learning Challenge Grant. (RTT-ELC)

POSITION DUTIES

Coordinates the enhancement activities with two contracting partners (WestEd and JHU-CTE) as part of a state consortium with 6 additional states (Ohio, Michigan, Connecticut, Massachusetts, Nevada, and Indiana) in accordance with the USDOE approved scope of work; provides skilled expertise in the area of early learning for the content areas of math, reading, science and social studies, personal and social development, physical education, health and the arts; develops, implements, and evaluates processes and products related to the assessment of early childhood student learning; develops the enhancement of the Early Childhood-Comprehensive Assessment System (EC-CAS) Kindergarten Entry Assessment (KEA) (aka EC-CAS Version 2.0); collaborates with DECD staff, MSDE divisions, statewide early childhood educators and providers, and representatives from six (6) states as a part of a state consortium to produce professional development and assessment deliverables aligned with Healthily Beginnings and MD Common Core State Curriculum.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Education, Educational Administration/Supervision or a related field.

EXPERIENCE: Four (4) years of professional experience in coordinating or administering an education program or service directly related to Early Learning.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of Early Learning development programs and assessments; knowledge of Maryland Alternative Approved Preparation Program; knowledge of State and Federal laws, policies, issues and regulations governing education programs for Early learning students; skill in developing and presenting staff development; ability to apply computer models to analyze school readiness results; ability to support teachers and administrators; ability to establish and maintain harmonious working relationships; ability to communicate clearly and effectively both orally and in writing.
