Main Purpose of Job

This is a contractual position serving as the coordinator responsible for supervising and coordinating operations of the State Early Childhood Advisory Council on Early Education and Care (ECAC) to improve the coordination among local school systems; state agencies and organizations; and local early childhood advisory councils. This position also provides case management for state and federal early childhood projects and grants.

POSITION DUTIES

Provides technical assistance, case management, monitoring and evaluation of State and Federal early childhood projects and grants, including the Race to the Top Early Learning Challenge Grant (RTTT-ELC); organizes and completes State Council meetings; provides technical assistance to ECAS, local school systems, and local early childhood advisory councils with regard to applicable State and federal policies and procedures governing the activities of the ECAS Council and local councils; plans and coordinates decision- making pertaining to state and local early childhood plans within the scope of the Race to the Top Early Learning Challenge Grant (RTTT-ELC); provides case management, monitoring, and evaluation of the Family Support Center grant and other assigned grants/contracts.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: A Master’s Degree or equivalent 36 credit hours of post baccalaureate course work in Early Childhood Education or a related field.  

EXPERIENCE: Three (3) years of professional experience in coordinating or administering an education program or service directly related to Early Learning.  

NOTE: Two additional years of experience may be substituted for the Master’s Degree or 36 hours of equivalent post-baccalaureate programs.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of early learning development programs; knowledge of state and local early childhood systems and programs; knowledge of state and federal laws, policies, issues and regulations governing education programs for early learning students; knowledge of grant writing and grant management; skill in developing and presenting staff development; skill in completing federal and state reports; ability to maintain and update the MSDE website for State Council; ability to establish and maintain harmonious working relationships with internal and external stakeholders; ability to communicate clearly and effectively both orally and in writing.
