DHCD has an immediate opening for a Grants System Manager in its Division of Neighborhood Revitalization.  This individual must be a highly organized and detail -oriented, self-motivated, team player, with experience implementing database driven software systems in the public sector.

LOCATION OF POSITION

The position will operate primarily out of the Division’s office in Baltimore, Maryland with frequent travel to offices in Crownsville, and later a new location in New Carrolton.

POSITION DUTIES

The position will manage implementation of an automated grants management system for programs administered by the Division of Neighborhood Revitalization at DHCD. Responsibilities include organizing and coordinating with the software provider for the development and implementation of the database driven software system; evaluating efficiency of existing operations and processes; and developing, revising and recommending new policies, standards and workflow procedures for implementation within the software system.  Incumbent will serve as the project manager, contract manager, project liaison and subject matter expert for implementation of the software system and will coordinate all training related to the software system.  Candidates must possess strong written and oral communications, and interpersonal skills.  Familiarity with life-cycle grants management, workflow and process management, and grants accounting within government strongly desired

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

MINIMUM QUALIFICATIONS ARE REQUIRED. Please read carefully.

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.  

Experience: One year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.  

Notes:

  1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.
  2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with life-cycle grants management, workflow and process management, and grants accounting within government.
  • Familiarity with work flow modeling and business process management. 
  • Nonprofit, foundation or government program administration experience.
