Main Purpose of Job
The Contractual Health Policy Analyst I is the intermediate level of work evaluating, analyzing, researching and developing health care services, policies and programs. This position is responsible for addressing high priority projects, which include the evaluation, analysis, research and development of health care services and policies within Policy and Compliance. Particularly, this position will be the project coordinator for the Maryland Medicaid Electronic Health Records (EHR) Incentive Program. This involves providing EHR Program oversight, program integrity monitoring, communicating with providers regarding general EHR Incentive Program participation criteria and specific questions about accessing Maryland's Registration and Attestation System, eMIPP, performing contract monitoring for technology and auditing vendors and preparing reports for internal program monitoring and for the Centers for Medicare and Medicaid Services (CMS). The incumbent(s) will work in conjunction with Provider Enrollment, various contractors hired to help administer the Maryland Medicaid EHR Incentive Program, Medicaid Management Information System (MMIS) vendors, and the Managed Care Organizations (MCOs) analyzing and anticipating the inpact of EHR Incentive Program policy on the Medicaid Programs. The selected individual(s) should have skill applying, interpreting, analyzing health policy, regulations, legislation and/or health date, ability to determine the programmatic and fiscal impact of legislative and regulatory changes and strong oral and written communication skills.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
Education: A Bachelor's degree from an accredited college or university.
Experience: One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.
NOTE:
A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
