Main Purpose of Job

To accurately and effectively maintain the operations of the Finance Office, which includes preparing and processing disbursements and preparing all payments received for the Agency to be posted into the appropriate bank accounts and check processing for 5 bank accounts including maintaining the fund controls. Effectively maintain accounts for overpayment/overissuance of Food Stamps and Cash Assistance by creating new accounts, posting payments and compiling statistical data to complete monthly reports. This position will monitor the Child Support budget to ensure no deficit spending.

POSITION DUTIES

Monitors, reviews and provides monthly feedback in the form of statistical reports for the Administration and Child Support budgets to the Assistant Directors, Program Managers, Director of Finance and the Assistant Director of Administration; completes journal entries; completes Expenditure Monitoring report; composes Budget Commentary; approves processing of procurement and payments; completes salary projections; particpates and facilitates the annual State and local budget request using the methodology requested by DHR Budget and Finance; completes year-end accruals and encumbrances; processes and reviews invoices and accounts payable; reconciles accounting systems; participates in general fiscal duties to include preparation of fund controls, issuance of gift cards, ensuring timely and accurate submission of fiscal reports; provides customer service.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Two years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of required experience.

 

LIMITATIONS ON SELECTION

Limited to candidates must be willing to work in Washington County. This office is approximately 70 miles west of Baltimore and Washington D.C.
