Introduction

The Maryland Department of Labor, Licensing and Regulation (DLLR) / Occupational and Professional (O&P) Licensing Boards/Real Estate Commission (REC)  is accepting applications from qualified candidates for the CONTRACTUAL position of Licensing and Regulation Investigator I.

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

LOCATION OF POSITION

500 North Calvert Street (Baltimore City)

Main Purpose of Job

The main purpose of this position is to gather facts and to prepare investigative reports to aid in the resolution of complaints filed with the Maryland Real Estate Commission by consumers against real estate businesses. The position also requires providing testimony in administrative hearings and on occasion testimony in criminal prosecutions.

POSITION DUTIES

Investigate real estate complaints filed by consumers against real estate licensees, using interviewing skills and knowledge of real estate practice, real estate laws, real estate documents;

Meets with the parties to discuss  complaints, prepares a thorough written report of findings, responds to telephone inquiries and manages an investigative case load.

Meets with Department counsel to review claims, complaints and investigative reports to ensure that all documentation is included.

Testifies at administrative, regulatory hearings, civil trials and criminal trials representing the Maryland Real Estate Commission.

Maintains daily case logs, updates case files/database; weekly itinerary; monthly statistics and expense reports.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: Graduation from a standard high school or possession of a state high school equivalence certificate.

Experience: One year of experience conducting investigations, which require obtaining and analyzing factual information and preparing reports of findings and conclusions for administrative or court hearings.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties that require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Applications that meet qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview. The certified list will be used by DLLR for a period of one year.

BENEFITS

Due to the contractual nature of the position, the selected candidate will be paid only for hours worked. This position has no state-paid benefits (i.e. sick leave, annual leave, personal leave, holidays, health insurance, etc.). The person filling this position may purchase healthcare insurance at the state’s group rate.

FURTHER INSTRUCTIONS

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
