Introduction

The Governor’s Office of Minority Affairs is seeking a full-time position for an MBE Compliance Manager. This position will be responsible for overseeing the minority participation requirements for the Maryland Casino facilities. Currently, there are five facilities: Hollywood Casino Perryville (Cecil County), Ocean Downs (Worcester County), Maryland Live! Casino (Anne Arundel County), Rocky Gap (Allegheny County) and Baltimore Horseshoe (Baltimore City).

LOCATION OF POSITION

6 St. Paul Street, Baltimore, MD 21212.

Position requires statewide travel to each of the VLT facilities.

Main Purpose of Job

Person selected will assist GOMA with overseeing the activities of each Casino licensee, including but not limited to, MBE outreach activity, MBE prime contract and subcontract awards, actual MBE utilization, compliance with MBE reporting requirements, prompt payment, and compliance with MBE best practices.

POSITION DUTIES

  • Maintain data collection and reporting system that includes all
    prime/subcontractor business information, project-specific MBE commitments,
    project-specific prime contractor and MBE subcontractor monthly payment data,
    and relevant written correspondence.
  • Verify and validate monthly MBE payment reports submitted by the licensees and
    all MBE subcontractors.
  • Conduct periodic site inspections to ensure that MBEs are performing work or
    delivering goods as anticipated under the pre-approved MBE utilization plan;
  • Act as the primary point of contact for each VLT licensee with regard to any
    MBE-related issue including general inquiries, MBE plan changes, utilization
    schedules, performance issues, monthly activity/payment reporting and
    verification, and MBE subcontractor complaint/dispute referrals. 
  • Participate in meetings with licensees’ staff to discuss unresolved MBE payment
    issues and/or underutilization of MBEs as anticipated;
  • Submit draft and final versions of bi-annual reports required to be submitted to
    the VLT Commission and, attend meetings with VLT Commission staff to discuss
    report contents, including MBE compliance data and recommended actions; and
  • Other related duties as assigned.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education:     A Bachelor's degree from an accredited college or university in  Accounting, Finance or related area.

Note: 

Additional experience in professional work may be substituted on a year-for year basis for the required education.
 
Experience:    Four (4) years of professional experience in accounting, finance, program compliance, or related field.

Note:

Additional graduate level education from an accredited college or university may be substituted at a rate of 30 semester credit hours for each year of required experience.

DESIRED OR PREFERRED QUALIFICATIONS

A Master's degree from an accredited college or university in Accounting, Finance or related area.

Two (2) years of professional experience in auditing or financial regulatory compliance reviews.

Proficient in the use of Word, PowerPoint, Excel an database applications (e.g. Access, SQL, Filemaker).

Demonstrated oral and written communication skills.

SPECIAL REQUIREMENTS

Travel:  Individual must have own transportation.
