Main Purpose of Job

This position serves as the Department of Human Resources (DHR) State lead for Emergency Support Function #6 (ESF #6): Shelter, Mass Care, Emergency Assistance, Feeding and Housing. The Emergency Planner assesses and evaluates possible sources of emergency/disaster events and creates a plan to address the shelter, mass care and emergency assistance needs of those emergency/disaster events. The Emergency planner also networks and communicates with other State, Federal, local government and private agency partners to represent the needs of DHR ESF #6; ascertains changes to State plans; and acquires and exchanges knowledge and information pertaining to the leadership and involvement of ESF #6.

POSITION DUTIES

  • Emergency Response position designated as an “Essential Employee,” available for duty 24/7;
  • May be deployed for extended periods to conduct emergency operations throughout the State of Maryland, and in other States;
  • Researches, constructs, develops, analyzes, and evaluates emergency plans with special emphasis on disability integration (access & functional needs);
  • Assists in the research of emergency preparedness, response and recovery;
  • Participates in committees to address the needs of shelter, mass care, emergency assistance, feeding, housing and reunification;
  •  Supports as participant or field leader of Emergency Operations throughout the State as directed in regards to an emergency event. This may include, but is not limited to:

Resource deployment (including, but not limited to, loading and unloading of supplies, warehouse/storage container operations, delivery, set-up and tear-down).

Disaster shelters

Evacuation centers

Emergency Service Centers (“ESCs”),

Disaster Recovery Centers (“DRCs”),

Preliminary Damage Assessment (“PDA”) teams

Repatriation teams,   

DHR Emergency Command Center (“DHR-ECC”),

State Emergency Operations Center (“SEOC”)

Develops, evaluates and observes exercises of emergency plans of the State, local governments, Federal government, and ESF #6 partners;

  • Develops presentations and provides training regarding ESF #6 and its related components; and
  • Assists in training of other staff including, but not limited to the following areas: Emergency Preparedness, Shelter Operations, Shelter Management, Disaster Behavioral Mental Health and Preliminary Damage Assessment.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following: 

- Excellent written and oral communication skills.
- Prefer completion of HSEEP (Homeland Security Exercise and Evaluation Program).
- Prefer completion of ICS ( Incident Command Structure) core courses (100, 200, 300, 400, 700, 800).
- Preferred experience planning and executing Tabletop (TTX) Functional and Full Scale exercises or similar emergency drills.
- Professional experience developing and managing a project.
- Ability to work independently, under a variety of conditions.
- Experience working/coordinating successfully and diplomatically on complex projects involving multiple partners and objectives.
- Ability to prioritize and handle multiple projects simultaneously.
- Experience with researching, analyzing and reporting information.
- Ability to prepare information in multiple formats, including graphs, tables and spreadsheets, often with a very short turnaround time.
- Exceptional computer skills (including MS Word, MS Excel, PowerPoint, mapping programs (e.g. Google Earth, Map Point or Google Fusion Tables) and the ability to quickly and successfully navigate unfamiliar programs).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
