Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Department of Health and Mental Hygiene (DHMH) charged with monitoring the quality of care in Maryland's 15,000+ health care facilities and community-based programs. The OHCQ licenses and certifies health care facilities, conducts surveys to determine provider organization compliance with state and federal regulations, investigates incidents and complaints, educates providers, consumers, and other stakeholders through written materials, websites, and presentations. The Quality Initiatives Unit of OHCQ is responsible for the agency's regulatory efficiency, that is, how best to use limited resources to fulfill the mission and mandates of the OHCQ while achieving maximal impact on the safety and quality of healthcare and related community services delivered in the State of Maryland. The Contractual Health Policy Analyst II appointed to the Quality Initiatives Unit will be responsible for designing, implementing, evaluating, and improving assigned performance management and quality improvement projects. With each selected project and team, the Analyst will identify needs and assets, anticipate and pinpoint risks versus benefits of a defined intervention, define performance management and quality improvement goals, objectives, timelines and metrics, generate feasible-to-implement recommendations, policies, procedures and tools, and execute authorized action plans. At times the Analyst will be a project coordinator as well as a team player and program evaluator. When indicated, the Analyst will provide direct service and support as an integral member of assigned unit teams that warrant priority attention, and will contribute to the regulatory compliance, enforcement and educational activities pursued by these teams. The Analyst will strive to strengthen the capacity and performance of each engaged individual and team, whether they be OHCQ employees, providers, consumers or other key stakeholders. When designed interventions have been demonstrated to be effective and feasible, the Analyst will work with unit team leaders to enable their full-scale, routine use. Corollary written policies and procedures will be developed and later updated as needed, in support of the strategic goal to achieve internal consistency (i.e., standardization) in policy and practice across OHCQ units and teams. The Analyst will enhance the validity, reliability and overall fidelity of data bases and recurring reports that inform performance management targets and methods. The Analyst will utilize the resultant data to support indicated policy, program and services development. The Analyst will lead or contribute centrally to the development and finalization of assigned written reports summarizing OHCQ's key activities and results, such as but not limited to monthly Speed Stats, quarterly Joint Chairmen's Reports, the annual OHCQ Units of Measurement Report, the annual OHCQ Managing for Results Report, the OHCQ Annual Report, the Annual Health Care Quality Account Report, and special reports. The Analyst will represent the OHCQ at meetings on health policy issues, design and implement survey tools, schedule and orchestrate stateholder forums, develop and analyze recommendations regarding OHCQ policies and regulations, prepare testimony on health policy and regulatory issues and competently fulfill other duties and responsibilities as assigned.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

NOTES:

1.  A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2.  A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
