CONTRACTUAL - Personnel Associate III (Benefits Coordinator)

Introduction

The Department of Labor, Licensing and Regulation is accepting applications from qualified candidates for an Personnel Associate III – Benefits Coordinator within the Office of Human Resources.  The resulting eligible list will be used to fill this position or function only.

Main Purpose of Job

This position serves as the Benefits Coordinator and has the primary responsibility of providing service to DLLR employees, including managers and executive staff members in the areas of Retirement Benefits, Maryland Supplemental Retirement, Health Benefits, Family Medical Leave and other Special Leave Requests.

POSITION DUTIES

This position must be able to effectively communicate benefits information and answer questions about benefits electronically, in-person or by phone.  It requires the ability to understand legislation and procedures regarding Maryland State Employee Benefit Programs, Health Benefits, and Family Medical Leave (FMLA) Coordinate all activities as the Liaison between DLLR and the Maryland State Retirement Agency and the State Employee Health Benefits Division.  

Maryland State Retirement Agency

Participate in new employee orientation concerning the State's Retirement Plans; Guide employees through the retirement process, review all applications for retirement (regular and disability), sign and submit all form to MD State Retirement Agency for final processing.  Review and sign all retirement membership applications and designation of beneficiary forms; Prepare personnel transactions to process employee retirements and send electronic notifications to applicable staff; Prepare Weekly Activity Reports and maintain Monthly Activity Logs and Quarterly Reports,    

State Employee Health Benefits Division

Plan and Administer Open Enrollment Fairs; Draft correspondence to employees to advertise Open Enrollment and distribute all Health Benefits forms; Review, Approve, and Sign all enrollment forms for all employees (permanent, contractual, and COBRA) Calculate and Approve retroactive premium adjustments and complete yearly Dependent Verification Audit; Participate in new employee orientation concerning the State's Health Benefits Plans. Maintain weekly, monthly, and quarterly activity reports.  

Risk Management

Plan and implement Risk Management Programs Coordinate with employees and managers EAP referrals Monitor and schedule Departmental drug testing Monitor and report on employee accidents and loss of work time Maintain weekly, monthly, and quarterly activity reports

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.  

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions.  Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

SELECTIVE QUALIFICATIONS

Must be a permanent, contractual or intern for the State of Maryland.

Military Veterans may qualify for additional bonus points towards certification.  A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
