LOCATION OF POSITION

This position is located in Maryland’s historic capital city of Annapolis at 80 Calvert Street.

POSITION DUTIES

The Comptroller of Maryland is seeking a motivated and talented individual to serve as the Director of the General Accounting Division (GAD), which was created in 1851 as the original office of the State Comptroller and is considered the Comptroller's oldest division. This is an Executive Service position, which serves at the pleasure of the Comptroller of Maryland. The Director will develop, manage and implement both short and long range plans, goals, objectives and new initiatives; determine organizational structure and staffing needs; prepare the division's annual budget; recommend changes/revisions in related laws and regulations; and will represent the Comptroller at civic groups, industry and association meetings, conferences, state legislature and other organizations as needed. The GAD Director is responsible for the following essential functions (not all inclusive):

  • Assisting the Comptroller in meeting his Constitutional duties to provide general superintendence of the fiscal affairs of the State
  • Establishing accounting policies and procedures for all state agencies and departments which use the statewide accounting and reporting system (R*STARS)
  • Preparing the fiscal year-end closing instructions, and conduct training seminars for state agency personnel in the policies and procedures for closing the accounting records at year-end
  • Closing the state's numerous program and fund accounting records and computing on a budgetary basis the general fund balance (surplus) each year
  • Implementing the requirements of the Governmental Accounting Standards Board
  • Preparing and recording the numerous adjustments required to the state's financial records, which are maintained on a budgetary basis, and preparing the state's financial statements and related footnotes in accordance with generally accepted accounting principles (This document, which is referred to as the Comprehensive Annual Financial Report, has received unqualified opinions from independent accounting firms and national awards for excellence in financial reporting.)
  • Preparing the statewide annual financial report on federal grant programs in accordance with the requirements of the Federal Office of Management and Budget
  • Establishing and maintain statewide policies and procedures for the Corporate Purchasing and Travel Card Program and chairing the Corporate Card steering committee
  • Administering the statewide Corporate Purchasing Card Program, the Federal Vendor Offset program and the state's vendor offset and backup withholdings programs
  • Soliciting bids and administering the statewide and federal single audit contracts Providing state agencies with instructions and compiling the biennial statewide Fees and User Charge Report
  • Assisting the State Treasurer in the preparation of the Official Statement distributed to underwriters and rating agencies prior to the sale of general obligation bonds
  • Providing management direction and oversight to data processing projects, which initiate, modify, or enhance statewide financial reporting systems
  • Reviewing all legislation which effects the Comptroller's accounting duties and offer amendments or provide testimony as required
  • Preparing and transmitting Federal 1099 and backup withholding information to the Internal Revenue Service and vendors
  • Maintaining and managing the One Stop Vendor Payment Inquiry System on the WEB for vendors to determine the status of their invoices
  • Auditing vendor invoices from state agencies on a statistical basis prior to payment
  • Warranting (approving) payment of invoices and authorize the State Treasurer to issue the checks
  • Ensuring that appropriations are not over-expended
  • Assisting state agencies in recording financial transactions
  • Responding to vendors inquiries concerning payments
  • Overseeing staff responsible for packaging all payroll checks and remittances for distribution

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

 Education: Bachelor’s degree in Accounting or related field.

 Experience:

  • Familiarity with State government accounting principles
  • Progressively responsible accounting & auditing experience involving the supervision of other employees
  • Demonstrated knowledge of accounting processes and functions
  • Successful track record managing fiscal resources with exemplary analytical abilities & attention to detail
  • The highest level of integrity and ability to build trusting relationships

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Certified Public Accountant Certificate valid in the State of Maryland

EXAMINATION PROCESS
