Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Maryland’s insurance industry and protects consumers by monitoring and enforcing insurers’ and insurance professionals’ compliance with State law.  Through the diligence of a highly professional staff of financial analysts, accountants, lawyers, law enforcement officers, actuaries, and others, the MIA works to facilitate a strong insurance marketplace where consumers are well informed and treated fairly.  Staff members are subject matter experts who serve as a resource for lawmakers, consumers, and other public and private entities. 

MIA is charged with a range of responsibilities including the licensure of insurance companies and insurance producers (brokers/agents) operating in Maryland, the conduct of financial examinations of companies to monitor financial solvency, and the review and approval of rates and contract forms. MIA investigates reports of consumer fraud and consumer complaints about life, health, automobile, homeowners, and/or property insurance.  Insurance companies are subject to market conduct examinations and other actions to monitor compliance with Maryland law.  MIA has a unit dedicated to consumer education and outreach, which participates in hundreds of events and reaches thousands of individual consumers annually.

Main Purpose of Job

The MIA’s Management Information Systems unit is recruiting for the position of Web Developer. This position is responsible for software analysis, design, development, testing, implementation and maintenance of custom developed applications, and production support for Commercial-Off-The-Shelf (COTS) software packages used by the MIA.  The incumbent will interview MIA business members to define objectives and updates for the MIA Web Site and web applications; evaluate alternative solutions to meet business requirements; perform graphic design work for the MIA Web Site and web applications; create design mock-ups and prototypes as part of the development life cycle for new web applications; assist with the design and development of web based applications; and prepare test plans for new web pages and web applications.  This position will also create, edit and update web pages and web applications; and analyze and solve Web Site problems reported by MIA business community. 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Associate's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Web Development, or other information technology related field to include course work in web page design, development and programming.

Experience: Three years of experience in web design, development and programming using the latest HTML and CSS standards along with the Microsoft Technologies including, but not limited to, the .Net Framework, C#.net or VB.net, Visual Studio, Team Foundation Server, MS SQL, and the Entity Framework. 

Note: Additional experience in web design, development and programming using the latest HTML and CSS standards along with the Microsoft Technologies can be substituted for the educational requirement on a year for year basis

SELECTIVE QUALIFICATIONS

Candidate must have experience with the following:

* 3-5 years of experience creating and managing web pages and web applications using HTML5, XML, Java Script, jQuery,.Net Framework,  AJAX, CSS, and C#/VB along with CMS tools like CrownPeak (or other tool) and Visual Studio
* 2-3 years of experience working with MS SQL, normalizing and creating databases and schemas/models, writing SQL queries and stored procedures, using LINQ to SQL, implementing replication and/or web services, and writing reports
* 2-3 years of experience with system, security, and unit testing web applications or websites
* 2-3 years of experience deploying web applications or websites on IIS and Apache Servers
* The candidate must be a team player and open to learning and working in a dynamic environment

 

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with graphic design and tools such Photo Shop is desirable
  • Experience working on standard Application/Software Development lifecycle is desirable
