Main Purpose of Job

The purpose of this position is to facilitate the effective operation of the Correctional Education Program in Maryland by serving as the primary assistant to the Director of Correctional Education; work closely with the Director to provide leadership for the development and oversight of Maryland’s Correctional Education Program including supervision of site based administrators; communicate and coordinate with the Department of Public Safety and Correctional Services’ officials to provide an efficient and effective delivery of client services.

POSITION DUTIES

Provide direct supervision of principals in the Correctional Education Program; evaluate principals’ performance using the PEP process; review teacher and staff PEP's; provide direction for school improvement planning and establishment of annual goals; collect and organize data for program improvement; monitor data for accountability outcomes; oversee the overall recruitment process for school based personnel.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: MA degree in Education or Education Administration/Supervision. Possession of or eligible for a Maryland Certificate with Administrator I and II endorsements.

Experience: Five years of satisfactory Principal or administrative/supervisory experience. Three of the five years of experience must be in an adult basic education, correctional education, or alternative education program.

SELECTIVE QUALIFICATIONS

Knowledge of educational administration, curriculum, and staff development; knowledge of the principles and practices in teaching adult and/or institutionalized learners; knowledge of the educational needs of disadvantaged and special populations.

DESIRED OR PREFERRED QUALIFICATIONS

Skill in time management, personal organization, and administrative detail; ability to function as a productive team member; ability to communicate effectively, both orally and in writing; ability to establish, manage, and utilize accountability systems.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification must possess and maintain Administrator I and Administrator II certification per Section 6-101 of the Education Article of the Annotated Code and Code of Maryland Regulations (COMAR) 13A.12.04.04.04, Supervisors of Instruction, Assistant Principals, and Principals. Candidates recommended for appointment will be required to complete an Authorization and Verification of Credentials. SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
