Main Purpose of Job

This position is located within the Maryland Health Care Commission (MHCC) under the direction of the Director of the Center for Health Care Facilities.  The main purpose of this position is to develop methodologies for forecasting use and projecting need for health care facilities and services regulated by the MHCC. Other major responsibilities of the position include: developing surveys and data bases to support regulatory policy analysis and needs assessment, designing protocols for data analysis, planning and conducting analytic file creation and data analyses using SAS; selecting and performing cost and utilization analyses; preparing written and graphic interpretations of analytical findings; and assisting in the management and technical support for existing survey projects.

The position requires: strong quantitative data analysis skills, including knowledge of descriptive and inferential statistics and regression modeling, and experience conducting statistical, and economic analyses using statistical applications software (SAS, STATA); familiarity with health facilities and services data and its use in utilization and cost analyses; and understanding of the market for health care and trends in utilization and health care financing practices; the ability to communicate effectively both orally and in writing, especially with regard to analytical study design and the interpretation of analytical findings; and experience using presentation software to present statistical information.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Qualified candidates will possess a Bachelors degree and three years of experience analyzing and evaluating utilization of health care services. A Masters degree in Public Health or a closely related field, may be substituted for two years of the required experience. Experience in SAS and excellent oral and written communication skills are required. Experience conducting research and producing cost analyses is required.
