Main Purpose of Job

The Maryland Health Care Commission (MHCC) collects very large health care claims, hospital discharge data and other health care data for analyses of cost and quality assessment for its work in implementing health care reform and regulatory functions. The MHCC is seeking to hire a senior programmer/software developer to assist with software application development, data analysis, and web-based data reporting tools. The successful applicant will responsible for leading software and reporting development activities under the supervision of the Chief, Data Base Application and Development at MHCC. The successful candidate will be experienced using statistical software to manipulate large databases as well as developing tools for web-based data reporting and data discovery. The successful applicant will provide consulting support to MHCC staff as needed on data processing, reporting and management. Health Care data processing experience is preferred. Experience with quality measure development and reporting and web-based dashboards is a plus.

Primary Duties include:

  • Collaborate with clients and/or other members of the team to meet programming needs.
  • Work with other IT staff to design database systems and programs which includes file structures, validation checks, statistical methods, and security.
  • Monitor, analyze, and verify data to ensure data integrity
  • Analyze data requirements and develop databases from specifications
  • Develop and document analysis programs and web development
  • May be required to supervise and review work of other programmers and analysts.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Requires a Bachelor's degree from an accredited college or university in Computer Information Technology, Management Information Systems, Computer Science or other information technology-related field to include course work in data base management.  At least 4 years experience in designing, developing, testing, implementing and maintaining applications systems and programs.  SAS or other data analysis programming development is essential as well as demonstrated ability to do web development.  Exceptional ability to work on multiple projects simultaneously, work effectively under changing priorities, and communicate proficiently both verbally and in writing.  Applicant should be able to focus on details while achieving results according to external timelines.
