Main Purpose of Job

The Health Services Review Commission (HSCRC) is the State entity responsible for implementing and monitoring Maryland’s unique all-payer hospital rate setting system.  In January 2014, the Commission launched an innovative modernization of the all-payer system which will serve as a national model for improving patient health while reducing costs.  The new model aims to transform the health care system by shifting from the traditional fee-for-service reimbursement mechanism to a new a new payment model that encourages collaboration among health care providers and accelerates efforts to avoid unnecessary admissions and readmissions.   

The Commission is seeking a Chief I – Advanced Programmer/Analyst candidate proficient in advanced SAS programming and data manipulation and other equivalent statistical analytical applications to support the financial analysis, monitoring, and reporting activities of the HSCRC. A large part of the responsibilities of this position include: (1) designing and conducting statistical analyses requested by Commission staff to support financial analysis, monitoring, and evaluation activities; (2) programming and preparing annual financial and other special reports; and (3) analyzing the reasonableness of data and identifying errors and inconsistencies.  The position will maintain and extract information from the Commission’s financial and patient level case-mix databases which capture detailed data on hospital charges, services, reimbursement rates, and volume by cost center and payer. 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Public Health, Economics, or other related field.

EXPERIENCE: A minimum of four (4) years direct experience designing, developing, testing, implementing and maintaining applications systems and programs using generally accepted computer programming languages, or other developmental tools. Experience in analyzing banking or health care related financial data is preferred.

TECHNICAL SKILLS: Proficiency in SAS programming including but not limited to Base SAS, SAS/STAT, Macro Language, and strong knowledge of MS office products such as Excel, Access etc. is required. Experience with SAS Enterprise Guide, and ability to program using SAS graph, and/or SAS Proc template is preferred.   Proficiency programming in Tableau, QlikView, or similar advanced analytical software is also preferred.

Candidates should demonstrate the ability to manipulate large datasets in order to analyze trends and report findings to management. Excellent communication skills and ability to handle multiple tasks will be invaluable in this role.
