Main Purpose of Job

This active Maryland Commission is seeking an Associate Director II to assist with calculating a hospital’s initial rate structure, and reviewing CON and Comfort Order requests.  Duties include the review and evaluation of a Commission initiated or hospital requested full rate review; a complete analysis of the financial feasibility of Certificate of Need requests; evaluation of proposals to access the capital markets in conjunction with a Comfort Order request which includes, but is not limited to, a thorough analysis of a hospital’s financial condition and its ability to meet debt requirements; and review and analysis of partial rate applications to quantify need and capacity requirements.  

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

The position requires a bachelor’s degree in accounting, finance, economics, hospital administration or health care administration/policy from an accredited college or university; five (5) years of progressively responsible experience in the review and analysis of financial statements; detailed experience in auditing and evaluating supporting documentation; an understanding of the CON process; and a thorough understanding of capital markets and debt service requirements.  Possession of a master’s degree in accounting, finance, economics, administrative sciences, hospital administration or health care administration/policy from an accredited college or university may be substituted for one year of the required experience.  The successful candidate must possess good computer skills, particularly spreadsheet applications.  Other programming skills are desirable, but not required.  The successful candidate must also demonstrate the ability to effectively communicate and interact with staff, hospital officials, consultants and other health care officials.
