Main Purpose of Job

This is a professional position responsible for supervising, planning, reconciling and controlling the activities of the Fixed Assets Inventory in accordance with Generally Accepted Accounting Principles (GAAP) and guidelines and regulations established by the Comptroller’s Office, the Department of Budget and Management (DBM) and the Department of General Services.

POSITION DUTIES

Supervises staff in the day-to-day operations and staff of the Fixed Assets Inventory; performs advanced cost accounting functions and procedures for fixed assets to include inventory, reconciliation, and financial reporting; maintains the fixed assets database; collaborates with agency Accountable Officers regarding policies and issues; implements and maintains the disposal of property; supervises and posts monthly journal entries to record fixed asset corrections; completes fiscal year-end reports that illustrate additions, deletions, and missing/stolen items; analyzes and maintains other accounts receivable logs and reports for making recommendations to the Central Collections Unit.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION:  Bachelor’s Degree in Accounting or a Bachelor's Degree with 30 credit hours in Accounting and related courses including or supplemented by 3 credit hours in Auditing.  Possession of a CPA Certificate is desired.

EXPERIENCE: Four years of professional experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles to include three years performing advanced duties in the areas of cost accounting, systems accounting, fixed assets accounting or bond and loan accounting.  Familiarity with Maryland’s Financial Management Information System (FMIS) is preferred; supervisory experience is desired.

NOTES:
1. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA or a Master’s Degree in Accounting for one year of the required experience.
2. Applicants may substitute one year of professional budgeting or auditing experience for one year of the required experience.

SELECTIVE QUALIFICATIONS

Knowledge of GAAP and applications for accounts receivable and fixed asset practices; knowledge of governmental accounting standards and document processing; skill in the interpretation of State and federal laws and regulations; skill in using accounting, finance, and spreadsheet software; skill in managing multiple tasks; skill in identifying problems and negotiating solutions; ability to analyze data and make sound decisions; ability to monitor performance and implement improvements; ability to meet established timelines; ability to effectively supervise and lead other professional accounting staff; ability to communicate effectively.

DESIRED OR PREFERRED QUALIFICATIONS

Possession of a CPA Certificate
Familiarity with Maryland’s Financial Management Information System (FMIS)
Supervisory experience
