Main Purpose of Job

These are professional positions one serving as a General Accountant and one serving as a Financial Representative responsible for providing budgetary, accounting, procurement, internal control, audit, grant management, financial analysis/reporting, and miscellaneous staff support to Maryland State Department of Education (MSDE).

POSITION DUTIES

Applies generally accepted accounting principles for reviewing and authorizing operational transactions; develops and implements consistent and effective protocols for the Maryland State Department of Education (MSDE) and Aid to Education financial operations; ensures that management receives essential, timely, concise, and useful reports; provides guidance regarding budget allocations, procurement, internal controls, and encumbrances; prepares ad hoc reports and statistical charts and presentations to support MSDE policy; authorizes, reviews or releases MSDE employee expense accounts; manages the offset liability for POC payments, distributes the CCATS reports daily, sub-grant budget offsets and expenditures; communicates effectively with internal and external stakeholders.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION:  Bachelor’s Degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing

EXPERIENCE: Two years of professional experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.  

NOTES: Applicants may substitute a Bachelor's Degree with 30 credit hours in Accounting and related courses including or supplemented by 3 credit hours in auditing for the required education.

SELECTIVE QUALIFICATIONS

Knowledge of  generally accepted accounting principles, theory, procedures and methods; knowledge of governmental accounting standards and document processing; skill in the interpretation of State and federal laws and regulations; skill in using accounting, finance, and spreadsheet software; skill in managing multiple tasks; skill in identifying problems and negotiating solutions; ability to analyze data and make sound decisions; ability to monitor performance and implement improvements; ability to meet established timelines; ability to effectively supervise and lead other professional accounting staff; ability to communicate effectively.
