Main Purpose of Job

This position is responsible for assisting the Chief of the Research and Evaluation Branch of the Division of Early Childhood Development by helping to develop, apply, monitor, maintain, and evaluate the Department’s early childhood comprehensive assessment program, including data analysis and oversight of the reporting systems.

POSITION DUTIES

Provides technical assistance to the Division, the Department, and state stakeholders regarding the reporting and use of early childhood  assessment information; identifies, collects, processes, analyzes, and reports data pertinent to the Department’s early childhood comprehensive assessment system, including the state’s kindergarten assessment; designs and develops methodologies for research and evaluation projects related to the Early Childhood Data Warehouse and its data linkage with Department’s Longitudinal Data System; identifies and reports on evaluation system problems and needs; submits written findings, recommendations, and related reports to the Branch Chief; advises Division personnel, MSDE, and state stakeholders on the use of assessment data and research methodologies; conducts research and evaluation on Division projects such as Race to the Top – Early Learning Challenge or Preschool for All.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Possession of a Master’s degree from an accredited college or university including nine credit hours in research methodology, theoretical or applied statistics and measurement theory.

EXPERIENCE: Six years of post master’s experience in statistical research.  

NOTE: 1. A doctoral degree may be substituted for 3 years of experience.  2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Statistician classifications or Statistician and Intelligence Officer specialty codes in the Statistics field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge and understanding of research methodology, principles and techniques of descriptive and inferential statistics, sampling theory and measurement theory and procedures of the principles involved in designing and executing statistical research studies in education or public administration; knowledge of program administration, analyses and evaluation; ability to design and direct research projects of considerable scope and complexity; ability to administer statistical divisions including selection; orientation, training and supervision of sizeable numbers of subordinate professional and nonprofessional employees; ability to interpret and present statistical findings clearly and concisely, to professional colleagues, administrators, program directors, public officials and the general public; ability to exercise independent judgment and initiative in all aspects of the work; ability to work cooperatively and responsively with interdisciplinary groups in planning, coordinating, and interpreting statistical projects; ability to function in a consultative capacity to other professional agency members.
