Main Purpose of Job

Develop and deliver educational presentation on a group and individual basis to State employees, officers and elected officials about the benefits, rules and regulations of the Maryland Supplemental Retirement Plans, rules and regulations of the Supplemental Retirement, financial/investment concepts and planning models, and the need to save for retirement. This directly relates to the fiduciary duty of the Board to properly and fully educate employees about the complex and sometimes irrevocable decisions regarding the six different Plan/taxation options.  This is a Part-Time Special Appointment position.

POSITION DUTIES

Conduct education training for State employees in seminars, workshops, one-on-one counseling, meetings on topics related to the Maryland Supplemental Retirement Plans (457(b), 401(k), 403(b) and Match Plans) including various financial and retirement planning subjects.

Organize and conduct seminars and other events in various locations statewide. 

Prepare benefit communications for seminars, newsletters, and other formats. 

Coordinate distributions of information through a cooperative network of coordinators in agencies statewide to promote employee/retiree access to the plans, other employee benefits and personal finance matters through educational seminars, workshops, and individual sessions.

Assist in research; preparing reports, studies, education material and or survey work for the MSRP Board of Trustees.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Note:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Candidates with a Bachelor's degree in economics, accounting, business or other financial field.

Two years of administrative experience in employee financial benefit programs with pension components including group teaching and/or public speaking preferred.

Note:  Applicants may substitute administrative experience in employee benefit programs with pension components on a year-for-year basis for the required college degree.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification are assigned duties which require the operation of a motor vehicle.  Employees assigned such duties are required to posess a motor vehicle and an operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Candidates who do not possess a financial or benefit professional certification must successfully complete a Certified Retirement Counselor (InFRE) or equivalent course within two years of appointment.  Employees must maintain their certification as defined.
