Main Purpose of Job

This position is limited to current State of Maryland employees and reports to the Chief of Employee Relations and is responsible for assisting employees in the areas of health benefits, retirement and supplemental retirement, worker’s compensation and other services to include: new employee orientation, administrative assistance with employee grievances, disciplinary actions, probation, performance appraisal, attendance improvement, drug testing, staff development and unemployment insurance.

POSITION DUTIES

Advises and assists employees in the activities related to Worker’s Compensation, Drug Testing, Probationary Evaluation and Performance Evaluation Program (PEP) and Unemployment Insurance to ensure these programs are in compliance with personnel laws, regulations and policies; serves as the Health Benefits and Retirement Coordinator assisting employees in the areas of health benefits, State Retirement and Pension, and the Maryland Supplemental Retirement; provides administrative support in coordinating the disciplinary process to include: scheduling conferences, personnel transactions and completing Employee Relations monthly, quarterly and year-end activity reports; performs various administrative functions to ensure the efficient operations of the Employment Services and Employee relations unit.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: Possession of a Bachelor’s Degree from an accredited college or university with course work in Human Resources, Business/Public Administration, or a related area.

EXPERIENCE: One year of administrative or professional human resources experience that includes work within an employee relations environment; experience in the areas of employee relations, benefits and retirement with experience administering presentations or training is strongly preferred.  

NOTE: Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.  2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of HR policies, rules and regulations; theories, principles, and practices associated with public HR/human resource management, employee relations and employee service programs; knowledge of office management principles; knowledge of Microsoft Word, Access, Excel, PowerPoint and Outlook; skill in presenting trainings and presentations; skill in time management and personal organization; skill in advising supervisors and employees regarding the maintenance of positive working relationships; skill in preparing detailed and accurate documentation;  ability to manage and coordinate multiple tasks and exercise sound judgment;  ability to maintain harmonious and effective working relationships with supervisors, coworkers, officials, and the general public.
