Introduction

The Maryland Department of Disabilities is seeking a qualified individual to serve as its Director of Interagency Affairs and Education Policy. The incumbent in this position will serve as the Education Policy expert. This is a Political Special Appointment, individuals working in these positions serve at the pleasure of the appointing authority.

Main Purpose of Job

The main purpose of this position is to serve as the education policy expert and contribute content to Maryland's State Plan for People with Disabilities which includes developing policies and strategies to increase the capacity of Maryland's schools to educate children in more inclusive settings, including preschool, and to increase successful post-school outcomes for transitioning youth with disabilities.

POSITION DUTIES

Essential Duties of the Position:

  • Serve as education policy expert and contribute content to the State Plan; duties include, but are not necessarily limited to developing policies and strategies to increase the capacity of Maryland’s schools to educate children in more inclusive settings, including preschool, and to increase successful post-school outcomes for transitioning youth with disabilities.
  • Provide staff support to the Governor’s Interagency Transition Council for Youth with Disabilities and implement its annual conference.
    Assist with content for the State’s Transitioning Youth website wwww.mdtransition.org and bi-monthly newsletters.
  • Provide legislative support to the Acting Secretary and when appropriate and necessary, serve as legislation liaison and prepare responses for the Department on bills that impact education and transitioning youth among other policy areas.
  • Support the work of the Department as it relates to families of youth with disabilities and conduct outreach to families and youth with disabilities as well as related professionals including formulation and communication of MDOD’s position on issues addressed by councils, workgroups, etc. related education and by education advocacy organizations.
  • Support the Secretary, Deputy Secretary and Director of Employment Policy as the Department’s liaison with other agencies regarding education, particularly for transition aged youth with disabilities.
  • Collaborate with the Director of Research and Evaluation and other units of government to create performance objectives and target outcomes for the State Disabilities Plan; developing budget proposals to support the achievement of systemic goals and objectives; and routine review and assessment of legislative and regulatory proposals.
  • Track and replicate national best practices as well as develop new best practices in partnership with other state and local agencies and develop grants.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor's degree from an accredited college or university.

Experience:  Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: overseeing and coordinating the general operations of a unit, applying rules and regulations, or excising responsibility for the development of policies or procedures.

Notes:

1. Additional Experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted for the required general experience at the rate of 30 semester credit hours for one year of the required general experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Master's degree or currently enrolled in Master's degree program in Education, Social Work, Counseling or a related field;
  • Two years of the required general experience must be in the field of Education, Social Work, or a closely related field;
  • Outstanding written and oral communication skills, ability to interact with diverse audiences;
  • Proficient with MS Office 2007 applications; and
  • Supervision of other employees.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
